It's easy to add a new character set for either the development code or
fotemods after 1997-06-29, once you have set things up to compile the
chartrans code.  See the README.* files in the src/chrtrans/ directory,
and (in the devel code) the README.chartrans file (that's a bit out
of date now, but most things except for the URLs should still apply.)

You don't need koi8-r <-> cp866 tables, but rather a Unicode <-> cp866
table.  I don't have one, but it should be at <ftp://www.unicode.org/>.

We already have three Cyrillic charsets, that would be the 4th...
For a binary it probably makes sense to take some of the tables out.
