You have to add them to the table for A, not for B.


     Net doc                (internal)           display

     charset B   -------->   Unicode   -----------> A

                                            ^
                                            |
                                 You want to change something here.

In the table for A you can either use

U+<number>:<Replacement string>

or, if you want to map to only one character 0xNN in A,

0xNN  U+<regular Unicode number for NN> U+<your number> [...]
