For a start we need to know what program is being used on the home
machine and what the remote operating system is.  The mention of version
numbers suggest that the latter is VMS.

It is very unlikely that you will be able to do anything with it
without the cooperation of the local system administrator, and it
won't help you unless you have kermit, Z-modem etc. on the remote
machine and know how to run them, in which case you could always
come out of Lynx and run them from the command line (if you can't
get a command line, there is really nothing you are likely to be
able to do to change the system).

You might be able to re-compile Lynx, but I think that will need
much more computer knowledge than you claim, and may not be permitted, or
may require tools that have to be paid for and aren't installed.

You might also be able to use the -cfg switch, but even if this is
available in 2.3, you will need command line access and sufficient
knowledge to be able to run something like kermit or Z-modem from
the command line.

Print/Mail will mail the page. g mailto: should allow you to compose
a message, but it's primarily there for replying, not for general
mailing.

As well as being too long, this line almost stopped me reading the
message before I got to the part you wrote.  It looks too much like
the start of an item of junk mail.  Someone needs to suggest to 
mailtstart.com that they put their advertisement at the end of the
message.
