LYNX-DEV Cookie problem with fotemods code

This is probably a problem of www.atlas.cz, not lynx..  www.atlas.cz
supports recoding of national character sets via cookies. It works fine
with the devel code, but not with current fotemods. If I try
http://www.atlas.cz, and then select the ISO-8859-2
(http://www.atlas.cz/changecode.asp?kod=ISO2) link, I get an error from
the page: 

   Response object error 'ASP 0158'

   Missing URL

   /changecode.asp, line 14

   A URL is required. 

When connected to www.atlas.cz, I am send the folowing headers: 

HTTP/1.0 200 OK
Server: Microsoft-IIS/3.0
Date: Sun, 03 Aug 1997 13:30:16 GMT
Content-type: text/html
Expires: Wed, 06 Aug 1997 01:30:16 GMT

And the /changecode.asp sends:

Now (if this isn't a bug in lynx itself), what should I tell the
administrators of www.atlas.cz?
