Because it was easier that way.

They could be made loadable at run time (not that I am volunteering
right now), that would be nice for a few people who would modify or
enhance the tables, but create new headaches.  We could discuss the
pros and cons, but do people really want a bunch of new configuration
files to install with lynx?
