LYNX-DEV connection problems

When I run lynx http://www.flora.org/lynx-dev/html/
lynx frequently fails to connect on the first try but succeeds on the second.
Since it usually works on the second try I have no way of tracing the problem.
Does anyone know what the problem might be?
Does anyone else have this problem?
Thought I'd mention it.
