LYNX-DEV Charset for old bookmarks

Well, while bookmarks in Unicode can cause some troubles lets look at
current implementation. We'll see that charset will be never inserted for
old bookmarks.  Before suggest to some user "insert your charset there",
in many cases you should explain what is charset first :-), it is
definitely not a solution. Lynx should autoconvert old bookmark files
inserting charset there automatically. If charset is iso-8859-1, insert it
too indicating that bookmark file converted.
