The CERN version of the WWW library is actually in the public domain.
That in the latest version of the CERN derived web servers is under a
Berkeley type licence, which is less restrictive than the Gnu one.
The version of it in Lynx has been hacked and is now covered by the GPL.

The Berkeley style licence protects the "moral rights" of the authors,
but doesn't require royalty free, or source, distribution.

The GPL doesn't prevent you charging any price the market will bear, for
the executables, but does effectively require you to provide a value for
that price by means of services or from separable components which are not
derived from GPLed materials, as your competitors will have access to
the GPL derived material.
