LYNX-DEV UP_LINK bug

I was in the middle of http://www.oac.uci.edu/indiv/ehood/mhonarc.html,
at the spot marked with << and >>

I tried UP_LINK, and it reported "There are no links above this line of the
document." There sure are, when I used PREV_LINK to move to the spot marked 
[[ and ]], I could use UP_LINK to go further up.

Also, I'd be very nice if UP_LINK / DOWN_LINK could operate "reversibly", so
that invoking one would undo the effect of the other. Perhaps make them always
select the first link on a line?
