Some additional information and clarification.

Anyone developing software in the USA or for the US market should be
aware of the content of the following URL (the original www.lpf.org
doesn't resolve any longer):

This is quite Lynx friendly, but may have suffered some transcription
errors.  Try www.  and .html if it doesn't work, or do an AltaVista on
league for programming freedom.

This should be in the copy policy - I'm not sure if this is sufficient to
void the GPL, but I suspect it is not an issue that the FSF would want
to force, whereas they are known to have strong views on patents.

Also, unless active steps are taken to prevent the software from being
exported, the uploader of the software may be making themselves liable
to criminal charges.

The copying policy needs to include:
Royalties are payable to the owners of the RSA patent for commercial use
(or if RSAREF wasn't used - "this software may not be used in the USA").
Royalties may be payable to Netscape for some or all uses of this software.

(In both cases, substitute the proper legal name for the payee.)

It is these, necessary, statements about royalties which probably conflict
with the GPL and result in the nett copying policy being "not publishable".
