The SGML standard only refers to SGML documents.

But HTML is subset of SGML and and and document can itself
tell to the browser what SGML it is: in this case HTML.
I admit that lynx is not an an SGML bowser, but it wouldn't be hard
to implement simple SGML DOCTYPE test

None of the common web servers (IIS, NCSA, CERN, Apache, and from the
docs, Jigsaw) use content in determining the MIME type

I wish lynx would had an option to turn the SGML DTD check on (if file
had one at the beginning). Now I can't view docs that don't have
.html extension with lynx, but I have to fire up bulky
Netscape. (Which eats all X server resources.).

I don't believe it is wrong, and I do believe that one of the great
   mis-features

We are many. It would be great if you could at least provide a startup
option for this and let users to decide what is usefull for them.

Another matter: When I browse results from Altavista and the like,
could you add a shortcut command to run user defined button in the page?
Like putting something in the lynx startup file that says

Define Key X to run any button in the page that has text "abc"
Define Key Y to run any button in the page that has text "efg"
(Lynx could cache the button on page and select the first hit)

Well, implemention a defined keys may take time, so for a quick
release I would suffice if there were keys

X to run button "prev" or "previous" or anything that says "back"
Y to run button "next" or the like

Using lynx with altavista is fast, but selecting the "Next" or
"previous" button is taking forever....

Cheers!
