LYNX-DEV Lynx_w32's new support for international keyboards

Downloaded the new version of Lynx_w32. On my German keyboard, things
like slash, backslash, colon etc. are now, where they normally are
located. Great!! However, umlauts still are not taken by Lynx. If I
press an umlaut key, nothing happens.
