Granted they are relatively small files, but never-the-less I hope
to stop the practice of having duplicate files and/or redundancies
in the distribution package.  If it were my choice to make, I'd do
away all together with the hypertextual references to these documents
from the help files, by incorporating the content of "COPYHEADER" right
into "about_lynx.html" and referencing to the GPL, not with "COPYING",
but with an off-site http URL.  

I still believe it is much easier to copy these two files into the
help tree, than to copy the whole about_lynx directory in parallel
with the help tree.  I believe encouraging local installation of the
help tree by giving complete instructions on how to do it is important.
