LYNX-DEV One more footnote on getting lynx.exe to work under Windows

If you scan through the source code, you find that there is indeed a
way to make all Windows apps happy with lynx.exe file names.  You
define FNAMES_8_3 , and everything works right.

I hereby nominate `#define FNAMES_8_3' for inclusion in the configure
script used by lynx, and request that the configure script _test_ for
`cygwin' in the system name that it gets when it starts up.
