More precise, in this case
"Assume charset if unknown=cp866" (in command line or options)
force "raw 8bit=ON" and ignoring local file's META charset=iso-8859-1
which shouldn't be "assumed".
Is it another side of discussion about "just removing" META from local files?
Prefer to ignore it?
