If you want this, lobby your senator to exclude strong encryption software
from arms control legislation and to abolish software patents.

Read the several pages on SSL legal issues in the O'Reilly Apache book
for an explanation of some of the legal issues (excluding the additional
ones from the GPL).

Read the FAQ for ways round this, but note that I can't see any legal way
round it which would allow a single program binary distribution.

(A few side questions:

When does the RSA software patent expire?

Are there any other IPR restrictions, in any country, on the encryption
technology used by SSL?

Have Netscape explicitly issued a licence for SSL permitting its use in Lynx 
and all
potential future derived works (or all software which is "free" in the Gnu
sense - which does permit payment - or all GPLed software)?

Who owns the copyrights on the GPLed versions of Lynx?)
