LYNX-DEV bad URL using ac98

Subject: LYNX-DEV bad URL using ac98

The following html doesn't parse right in ac98.
It works fine using fotemods 8/25/97.

In particular, set keypad mode to
LINKS_AND_FORM_FIELDS_ARE_NUMBERED
then move the current link to link 5 and then link 7.
Link 5 shows the correct URL on the status line.
Link 7 truncates it for some reason and prints a funny character.

Sorry I didn't take the time to whittle down the file....
Thanks in advance for a fix.
