DNS information isn't used by the packet driver.  On the other hand
wattcp.cfg is the configuration file for one of the TCP stacks that DOS
versions of Lynx may be linked with, and it is that that handles DNS.

(Microsoft's PPP is tightly coupled with the TCP/IP stack and can
therfore negotiate the DNS address and pass it to the stack; but the
(original at least) packet driver spec has no means to pass up this sort
of information.)
