LYNX-DEV urls with &s

Looking more at the manual it appears that & entities such as &
are (or should be) translated inside urls for hrefs, etc.  Fotemods
seems to do this on my test file:
        http://www.intac.com/~leaves/t.html
ac104 behaves the same as fotemods on links 1, 2 and 4, but
the url for link 3 stilll comes out differently...

My question is "which is right?"...
Having looked closely at the relevant code in ac,
I tend to conclude fotemods is correct.  The ac code looks
broken -- or at least dangerous...
