No.  I thought so once, but got confirmation to the contrary from Richard
Stallman, himself.  All they have to do is provide source code for all
the material statically linked with Lynx and document (the source code
effectively does this) the interfaces to anything dynamically linked and
ensure that those interfaces may legally be re-implemented by others,
royalty free.  They also have to make it clear in the documentation that
Lynx has a different licensing status.

(Specifically the clarification was that "merely bundled" includes
cases where there is run time linking or shelling to other programs.
To which was added that the requirement that the GPLed material be
segregated such that it is clear to anyone interested that it is not
covered by the normal proprietory licence.)

However, the DoJ has no teeth if such a move gets Microsoft off the hook -
their real concern is that Netscape cannot compete on equal terms.
