This is a 'non-issue'.  As long as it's dealt with -beforehand-.
One simply makes it part of the deal with the contactor.
Those paying for the work have the right (legal, and moral) to 
make *all* the rules, as long as they *clearly* spell them out
with the contractor, before entering into the work agreement.
And, if the contractor doesn't like those 'rules', he/she does
*not* have to do the work.
