Doesn't seem to be it for me. I have (or have used) 
WATTCP.CFG=
WATCONF=

and I've copied the wattcp.cfg to the same dir.
Each of the three Lynx's I've downloaded mention different environment
variables to use (like the above).
I make sure I use HOME but the others mentioned are USER, HOSTNAME, LYNX_CFG,
and a couple concerning the math copro emulator.
Tried them all. I did notice that using hostname= made it so Lynx was
only 'getting' a URL but never got to the 'Looking up' portion.
Of course, still not sure what's supposed to be a hostname anyway
(env or wattcp.cfg) in regards to my machine.
