oh - I thought that we had made them (slang/ncurses) the same.
Can you summarize the differences?  (will save time...)

not remapped - this is standard behavior of xterm (it reserves the
shifted-mouse-buttons for the select/paste behavior in case the unshifted
buttons are modified to implement the positioning controls).

I think Fote ignored it, since he probably has no good way to test it.
(I don't remember him discussing any terminal types other than DEC &
compatibles)
