to answer my own recent query, following Yahoo searches:
there are a lot of GPL etc manuals at www.lns.cornell.edu/public/COMP/info/
including one for wget , which looks quite detailed.
htget is a Perl5 script for mirroring files & directories
by Oscar Nierstrasz (1994), with (different) information at:

there's no mention apparently of htget being usable with DOS;
www.sintel.com/ is Lynx-hostile.
i haven't tried out wget or htget .
this comes up very often: is it (should it be) a FAQ?
