This item was just correcting a problem with the configure script,
which did not set an ifdef as I had intended.  My next patch will
change the sense of the option (to --enable), making it normally
not configured (and, yes, I'll have to change a little more than
that so it doesn't turn on in the VMS and DOS configurations).

So I updated my copy of INSTALLATION by just changing that much
(and moving the option to keep the alphabetic ordering).

But I had no intention of removing it during right now - after 2.8's
out and we address immediate bug fixes is when I would remove obsolete
files and logic to prepare for a new development cycle.

(Maybe that's being a little too perverse, but the internal links are
not the only thing that I'd remove, and at this stage I'm only interested
in seeing that the program works properly with the internal-links disabled).
