Yes, in the lynx_386 version you can get the root directory with
"file:///f:/" or "file://localhost/f:/".

I haven't tried a link labeled "Up to", and don't think that I see it
when starting below the root directory, using lynx_386. What you can do
is "G" to edit the current URL and add "../" or "../../" depending on
how many levels you want to go up. You can get to the root directory
this way.
