PS (quoting from distribution lynx.cfg):

# HELPFILE must be defined as a URL and must have a

# file://localhost/PATH_TO/lynx_help/lynx_help_main.html

==> *must* be URL; *must* be complete path.

"./~" _might_ work, but I haven't been brave enough to try it.
