i have now discovered what was happening & it's not what i thought.
the pseudo-comment lines were suppressed when 2-8 wrongly used
the sysadmin's lynx.cfg , which does NOT invoke Historical Comments:
when i toggle HC's using ' , i also toggle the pseudo-comments.
should there perhaps be a warning in the lynx.cfg blurb
that HC's may in fact be LESS forgiving?
in this case the source has <!-- ... < ... tags ... > ... -->
& the first > ending a tag is read as ending the quote:

it's awful HTML, but FT are unlikely to change their `professional' software.
