I am not sure what you mean by the "16-bit" version of lynx. There is a
32-bit version for Window95 and WindowsNT. There is a 32-bit version for
DOS that requires at least a 386 processor. For computers with 8088 or
80286 processors, there is the DOS program bobcat (a little lynx). There
is no version now for Windows 3.x, and little chance of one in the near
future. If one of these sounds like what you need see

If you are not looking for a DOS or Windows version, please let us know
