Center (i.e. div align=center) is a block element, so you would expect a line
break before and after, only with real table processing can that line break
be restricted to a single cell and then collapsed out.  Br is an empty element
so can't have anything in it.

You are trying to make it look like a particular GUI browser look and feel;
you probably wouldn't ask for this particular behaviour if you had only used
Lynx.
