A percentage of any mail list's subscribership are people who
don't read the list anymore, or have delivery problems, and have
not unsubscribed.  The goal is to make sure that all the subscribed
addresses are valid, current, and reach people with enough of an
interest in the list's subject matter to re-subscribe.
