lynx-dev INSTALLATION patch

I just noticed that the current INSTALLATION file leaves out information
for the DOS port on patching tcplib which used to be present in the
file. I am not sure when it got removed. This patch puts the information
back and clarifies (for me) the location of nullpkt. It also clarifies
that the PDCurses beta has incorporated some of the patches we made for
the lynx DOS port.

      method is to use a null packet driver that just allows Lynx to start up,
      but doesn't do anything else.  One such executable driver has been posted,
