*Just a guess*, but the META charset would best be ignored in a document
because the Sato/Asada CJK functions can already handle almost all possible
combinations of Japanese encoding _mixtures_. That is their forte, so
to speak, and certainly more realiable and less prone to human error than
the META tag. In Japan it is not uncommon to find euc, sjis, and iso2022jp
all in a single document. The display set, on the other hand, is constant
and never mixed.
