What would an SGML browser do?

The only thing it can do is display the parse tree, as all the semantics are
in the comments in the DTD.  I think things like sgmls can do that, although
I've only ever used it indirectly via the HTML validators.

Actually, the CERN WWW library, particularly the Lynx version, do provide
a toolkit for creating browsers for specific uses of SGML, but you must
write code to provide the semantics information.
