They don't, but they do mean that it is a copyright violation to distribute
SSL Lynx in the USA for non-commercial use and a patent violation to
distribute it for commercial use.
The RSA patent prevents commercial use; the Gnu licence prevents distribution
if there are restrictions on commercial use.
