thanx: encouragement always helps.

i don't know where the Main Help Page will be located on each system,
so it's impossible to give an URL for it.
at the top, i have told users to enter `h' for more detailed help
& ended with Who's In Charge, with links to l.b.o. & lynx-dev;
possibly i should emphasise the former more clearly.
