lynx-dev lynx.cfg

Since we're now using configure (last time I played with Lynx, Fote was
still in charge, and he seemed against it at the time), shouldn't we follow
the guidelines that go along with it?

To that end, wouldn't lynx.cfg be considered an architecture independent
data file, and therefore end up in ${prefix}/share rather than lib?

Actually, I would prefer share/lynx, but I'm not sure how that fits into
the Grand Scheme Of Things (tm).

But at the least, it, and all the help files and what not should be moved
out of lib and into share.
