lynx-dev progress with dev.18 ...

I got my account back this week, and have checked in dev.18; however the
file permissions on sol.slcc.edu are still not open to me, so I was unable
to set up the patch for download.  (I'll check with the sysadmin on Monday,
to see what we can do).  So patch-o-matic isn't working yet, and the cron
job to update the webpage isn't either.
