lynx-dev we seem to be back on track

Lynx development seems to be moving forward again after a bit of a
choppy period.  New contributors are springing up and old ones
reactivating, e.g. recently we've had:

  persistent cookies (Rob Partington)
  cookie policy management (Brian Pardy)
  forms-based options (Mike Castle)
  ongoing integration, bugfixing & polishing by Tom Dickey
  random other stuff by a dozen other contributors

Good stuff, keep it up!
