That information appears whenever you access a site which uses frames.
If you don't want to see these types of pages, you have to avoid the
sites which use that type of html.  Otherwise, lynx doesn't really
have a method at this time to deal with frames.

Note to those of you who have been talking about a curses windowing
method of handling wider text/tables/etc.  A more natural frame
presentation might be another thing that could come out of a new
web browser designed around using curses.  Each frame could get
it's own window, with the user 'scrolling' around the virtual screen
to see the smaller viewport of the larger screen.
