I changed the mailcap.dat file to:

    application/x-tar; dir

which causes it to no longer ask the download/cancel question but 1) flashes
that it is getting a file 2) a black screen then 3) redisplays the page.

I presume that it did the dir but I did not read fast enough to see it. :-)

This provides me with what I was attempting to do in this step which was
to control what application is invoked the user follows the link to a tar
file.
