Yes, there are some configuration settings involved.  The
experience you described is related to definitions for STARTFILE
and http_proxy that are stated in a file called lynx.cfg.

It would appear that you have a copy of someone's personal or
blind-adapted lynx.cfg file.  Where did you get the file you
unzipped?  The standard distribution from the developers is a
source distribution that you compile yourself.  Binary
distributions are not 100% coordinated.  Not all developers will
necessarily know what is happening with all binaries.

Note that the "failure to find the file" may be related to
problems in the lynx setup that have nothing to do with STARTFILE
and http_proxy.  Did you read the README in the distribution that
was there after you unzipped?  There are some environment
variables that need to be set, and on Win95 many of us use a
batch file to launch Lynx which sets these.

Note 2: It sounds as though you can start Lynx on a local file,
because your problems are that http is not working yet for lynx.
If you do that it will confirm that the binary is healthy and you
can get version information with the information page brought up
with the equal-sign key.
