i was about to write the same comment ...
having pursued the theory at great length -- no more please! -- ,
i had concluded that the consensus had come down to 2 camps:
COLLAPSE_BR_TAGS=ALL & COLLAPSE_BR_TAGS=NOPAIRS ;
what dev.22 gives is COLLAPSE_BR_TAGS=NONE & COLLAPSE_BR_TAGS=NOPAIRS .
again, does ANYONE want COLLAPSE_BR_TAGS=NONE ?
if not, the source needs a small revision to give the desired alternatives,
but the important thing is to make COLLAPSE_BR_TAGS=NOPAIRS the default,
for the benefit of ordinary users confronted with commonplace documents,
whatever the scholarly conclusions may one day be as to their validity.
