Subject: lynx-dev One general principle to follow - lynx should never _generate_ bad HTML

No matter how bad the html is that lynx is modified to accept, html generated
specifically by lynx (for bookmarks, etc.) should, as far as possible, always
be valid HTML. Likewise for the help files, etc. provided with lynx.

Just because the majority of users write bad code is no excuse for those
who know better to do likewise.
