i think it's worth repeating, rather than merely refer you to the Archive.
you should probably use Kermit, if you're not already doing so;
the funny characters are probably the 7-bit versions of what you want.
here's what i found out to my delight:

i have long wanted to see the accents on French, German or Spanish names
in the news stories i read from the international press using Lynx.
the whole process appeared daunting,
in view of the many combinations of languages, software & settings.
there's a file on IBM-PCs in  /docs  in the Lynx distribution package,
but it doesn't offer any useful advice.

actually, it's easy, at least for my PC + Kermit + UNIX
(that's DOS 3.2 + MS-Kermit 3.10 + IRIX 5.3 (SGI) ).
with Lynx character-set ISO-Latin-1 & `transparent' in C-Kermit (in UNIX)
& the ordinary N American codepage 437 in MS-DOS,
what made the difference was adding  2 lines  to  mskermit.ini :

  set display 8-bit
  set transf char latin1

only the former is needed to see the correct accents within Lynx,
but the latter is also needed to download them UNIX -> PC
(having previously printed them to a file from Lynx).  

Kermit boasts very powerful translation abilities, esp later versions,
so it should be equally straightforward for other character-sets.

Kermit is available free from  http://www.columbia.edu/kermit/ ;
you must have appropriate versions at both ends of the wire.

(anyone know how to get Greek letters on a PC, ie get codepage 737?)
