With a little grepping in a freshly unzipped dev24, I see:

    ./configure.in:LYNX_COMPILE_OPTS=$cf_libdir/lynx_help/lynx_site.txt

where the LYNX_COMPILE_OPTS macro is used in turn to generate the URL
by which the Information Page accesses the config info.
