If I've got this document at <http://www.bar.foo/doc.html>:

  <TITLE>Foo</TITLE>
  <BASE HREF="http://foo.bar/baz/";>
  <A NAME="top"></A>
  <UL>
    <LI><A HREF="foo.txt">Foo text</A>
    <LI><A HREF="bar.txt">Bar text</A>
    <LI><A HREF="baz.txt">Baz text</A>
  </UL>
  <A HREF="#top">Return to top</A>

Then I would want that last link to return to the top of the currently
displayed document, not to the "#top" anchor in <http://foo.bar/baz/>.

I'm not sure which way "internal links" handles this, but I'd hope that
links without a URL or partial URL (line "#top") would be treated this
way.
