I get hte same behavior configured as follows:
CFLAGS="-g -I$HOME/slang/include -I$HOME/ssl/include" \
LIBS="-L$HOME/slang/lib -L$HOME/ssl/lib" \
configure --with-screen=slang --prefix=$HOME --enable-forms-options
--enable-persistent-cookies
