In the latest development lynx'es (2.8.1 dev?? up until the current dev25),
you may do that by adding the directive:
ACCEPT_ALL_COOKIES:TRUE
to your lynx.cfg file. Not sure where ACCEPT_ALL_COOKIES first started, but
it's been fairly recent.
