this is a different issue entirely & something of a red herring.
are you really suggesting browsers may insert  <p>  wherever they like?
or merely that in this particular case Lynx has reason to do so?

this case is where the author wants to centre some text
& uses  <div>  to mark off the text to be centred:
quite clearly, nothing follows about whether s/he wants to set it apart
by the further device of a  <p>  tag, inserting a blank line.

therefore, Lynx should not gratuitously insert blank lines round  <div>'s,
especially in view of the explicit examples i cited from HTML 4.0 .
